How Well?     What performance measurement, monitoring and evaluation processes are in place? The monitor and measurement of the performance processes will be constantly deployed, and since the growth should and will be gradual, at every step the project (every metropolitan area covered) could be modified correcting problems that would eventually arise and could have been under evaluated. (Nobody can make the perfect project, and very often what works on the paper has to be modified in order to be successful in reality)
